The National Digital Health Strategic Plan was officially adopted on January 16, 2020. It is based on leadership, governance, legislation, policies and compliance, human resources, strategy, investments, applications, infrastructure, standards and interoperability. This digital health system will intervene through inventory notification and product management, provider-to-client telemedicine, provider-to-provider telemedicine, communication with targeted clients, monitoring of patient/client health status, support and decision support for health workers and the provision of training and education content to health workers.

This digital transformation should also serve as a technical basis for the efficient, operational, and controlled deployment of Universal Health Coverage. It will respond to the needs of populations by ensuring that patients make good decisions about their health and enjoy effective, efficient, and personalized healthcare.

Technological advances continue to push the boundaries of disease management. Mobile health can be used to collect surveillance data, monitor patients' health status in real time, provide therapeutic support and health advice, monitor medication adherence, and conduct health education and awareness campaigns. Digital health has the potential to help address challenges such as distance and access.

The budget of the National Digital Health Strategic Plan amounts to more than 11 billion FCFA ($ 19,037,933) over a period of five years and is divided into seven strategic axes: Leadership and governance; Legislation, policy and compliance; Human resources; Strategy and investments; Infrastructure; Standards and interoperability; Services and applications.
